When making pad-printing plates, the exposure time varies greatly depending on the exposure unit. For most esposure units, as a rule of thumb, start with 60 seconds on the first exposure and 60 seconds on the second exposure (film positive). Note that the shorter the exposure time, the deeper the etch.

Furthermore, exposure time varies depending on the film's quality. Place a white piece of paper behind the positive film. If you can detect the paper edge behind the emulsion, your positive is somewhat transparent and will require shorter exposure times. A good film is positive; no light should be seen through the black part of the film.
